The U.S. Department of Homeland Security's Federal Emergency Management Agency (FEMA) will conduct Urban Search and Rescue exercises on April 18 through 20 at the Operating Engineers Local Union No. 3 Rancho Murieta Training Center. The training is accomplished through a partnership between Local 3, the Sacramento City Fire Department, the Governor’s Office of Emergency Services and FEMA’s National Urban Search and Rescue Response System.

Urban Search and Rescue professionals from across the United States will attend the three-day event, which will include a media event on April 20, 2006, at 1:30 p.m. The event will be a culmination of the skills learned during the training where the students and the Local 3 crane operators will rescue “victims” trapped by tons of concrete and steel.

The purpose behind the exercises is to enhance emergency responders’ experience with working around heavy equipment such as cranes. Rescue operations following the 9/11 terrorist attacks and Hurricane Katrina have relied on heavy equipment to assist with locating survivors and during recovery efforts.

Local 3 is providing heavy equipment for the exercises along with operators. The union is also providing dormitory facilities for visiting rescue workers and classroom space at the Rancho Murieta Training Center. The outdoor exercises will include training with the crane operators, techniques needed to remove thousands of pounds of debris, and accessing victims in void spaces created by structural collapse.

Site location: East US-50 Exit South Howe Ave. East on Folsom Blvd. and right on Hwy 16 - Jackson Rd. Stay on Hwy 16 beyond Rancho Murieta. Site is .8 miles past the intersection of Murieta Pkwy on Hwy 16. Signs will be posted and cranes are visible from the highway.
